Pay in general: They like to bring you well below the top of the pay rate for your grade. They do this so they have a lot of room before your pay raise finally forces you into a promotion. The thing is they are given a certain amount of money to play with an that money is divided up by the manager. THe manager only get x amount so unless you are real superstar you will continue to a menial raise.
Regarding promotions: It maybe not be true in some cases but in MOST cases this is true. I've seen it at lockheed. A guiy came back after 4 years and came in 2 grades higher. he caught them when they needed alot people. THis isn't to say you can't get promoted unless you leave and come back.
Another example is I work for a lead at lockheed who is member of the staff. He has been there for at least 10 years. He came in at the bottom of the rankings (associate member). He has ONE promotion in 10 years. He is the lead and he does a lot for them. He is definitely ready for the next promotion. They can promote you without givoing you a raise because like it's been stated the pay bands per pay grade over lap. I am not sure how the promotion work but the way I see it, is they can only have so many of assoc, member, sr member, lead member or principal engineers so if there is not a vacated level that you are waiting to get promoted into "tough luck"
Im a sw contractorl. Working as a perm has no happy ending. I seee it at LM The good people get overworked and no reward. But LM touts themselves as this so ethical and so giving. They are evil.
